Woman charged with child abuse

A 44-year-old woman is accused of  physically abusing a three-year-old girl and was charged with child abuse.

Police said Vicenta Veronica Igisomar, the child’s legal guardian, hit her with a backscratcher. She also took a large glass cup and hit the child on the head with it, and bit the child’s fingers and toes, police added. The victim’s fingertips were swollen and both thumbs had small cuts, police said. The child also had small cuts on her toes and bruising on both her legs and upper back. A small puncture wound was found on the right side of her head, police added.

Superior Court Judge Teresa Kim-Tenorio imposed a $25,000 cash bail on the  defendant who was remanded to the custody of the Department of Corrections and ordered to return to court on July 24, 2018 at 1:30 p.m. for a preliminary hearing.

 At the bail hearing on Monday, Igisomar was represented by Assistant Public Defender Heather Zona while Assistant Attorney General Jonathan Wilberscheid appeared for the government.

According to the police, the biological parents of the child discovered the abuse on July 11, 2018. The parents told police that Igisomar has been the legal guardian of the child for the past year.

The parents said they were passing by Igisomar’s residence when they heard the little girl scream and cry. The two checked to see if the child was okay.  Igisomar told them  that she spanked the girl with a backscratcher and they could take her back if they wanted to.

The mother said her daughter was crying and had a cut on her head.

The mother said a neighbor told her that he had been hearing the cries of a little girl for a “long time.”

Medical responders transported the child to the hospital where the treating physician said that the right side of the child’s head had a puncture wound; there was bilateral tenderness to her ribcage; redness and bruising underneath all fingernails; and redness and bruising on both large toes.

The child told police that Igisomar hurt her.
