8 B&B establishments fined for operating without a permit

THE Saipan Zoning Office has penalized eight bed-and-breakfast establishments for operating without a permit in September, Zoning Administrator Therese Ogumoro said.

In her report to the Zoning Board, she said their enforcement-compliance personnel conducted  inspections and discovered that these operators had either failed to secure a zoning permit or failed to secure a conditional-use permit prior to opening their businesses.

She said these establishments are located in San Roque, Finasisu, Garapan, As Perdido, Koblerville, and San Antonio.

Ogumoro said the zoning office imposed penalties ranging from $200 to $500 per day, and instructed the operators to process their permit applications.

 “Now they are in compliance,” she added.

Zoning Board chair Diego Blanco lauded the enforcement personnel while board treasurer Mariano Taitano said the penalty should be higher.

He said he will also ask the Legislature to impose a moratorium on B&B operations on Saipan while “strict monitoring” is in place.

In her report, Ogumoro said three multi-family or apartment businesses failed to secure a major or minor site plan and an approved plan prior to constructing establishments in Chinatown, San Antonio and Navy Hill.

She said the zoning office penalized six other establishments for failing to remove expired banner signs. One business was penalized for failure to secure a temporary permit prior to installing a sign, she added.

She said the enforcement division continues its monitoring for zoning and sign compliance by inspecting business establishments, including restaurants, retailers and auto-repair shops.
