Police captain in charge of election activities has ‘big conflict of interest,’ says ex-DPS official

FORMER Department of Public Safety Deputy Commissioner Ambrosio Ogumoro is accusing DPS Commissioner Robert Guerrero of violating procedures in designating a DPS official to be in charge of general election activities.

Ogumoro said Guerrero delegated the responsibility without consulting his DPS commanders.

 He said there would have been no impropriety if Guerrero had chosen someone else who is not active in the general elections.

But, he added, Guerrero picked Capt. Joe Saures of DPS records, who is also the chairman of Republican Rep. Ivan Blanco’s campaign committee.

 “That is a big conflict of interest and a violation of the ethics code,” said Ogumoro who is supporting  independent candidates in the general elections.

He told Variety that a complaint has already been submitted to the Office of the Public Auditor.

 “As commissioner, you don’t take it upon yourself to delegate the responsibility to overlook  election activities — there is a chain of command, and your commanders should have a say,” Ogumoro said.

 Saures, he added, is in charge of overseeing election activities and assigning security for each poll precinct. He should not be doing that, Ogumoro said.

 Saures confirmed that he was delegated the responsibility. Variety was unable to get a comment from Commissioner Guerrero.
