Official: CUC may need more board members

PERHAPS the Commonwealth Utilities Corp. should have more board members, according to one of them, Weston Deleon Guerrero.

“Obviously, if we have more people, we can still have a quorum if one or two are absent,” he said.

However, he said more board member may also result in prolonged discussions and more challenges when making critical decisions.

On Sept. 28, the CUC board was supposed to hold a special session to elect  new officers and discuss some contracts recommended for approval by  CUC management, but there was no quorum.

Besides Deleon Guerrero, there were only two other board members: Matthew Holley and Benjamin Petersburg, the representative of the Commonwealth Development Authority.

The reappointments of Jovita Paulino who represents Tinian, and Miranda Manglona, Rota’s representative, were confirmed by the Senate only recently.

CUC legal counsel James Sirok, in a separate interview, said the enabling statute doesn’t require the appointment of up to eight board members, but the board must have at least four members present before it can transact business.
