RFP for Mariana Resort management expires; no lease agreement with IPI

DEPARTMENT of Public Lands Secretary Marianne Concepcion-Teregeyo said the Request for Proposals for the temporary management of the former Mariana Resort has already expired, but no agreement has been signed between DPL and the lone proposer, Grand Mariana, now known as Imperial Pacific International.

Concepcion-Teregeyo said Grand Mariana/IPI missed the deadline for signing  the final agreement for temporary operators. She said DPL was under the impression that Grand Mariana/IPI would sign the temporary operators agreement after Imperial Pacific was granted an exemption to operate a hotel that is below a five-star rating,  but the deadline ended without signatures on the temporary operators agreement.

Concepcion-Teregeyo said with the expiration of the RFP for the management of the former Mariana Resort, DPL has issued two RFPs, separating the golf course and the race track area for temporary operators, an arrangement that can last anywhere from one to two years. The third RFP, which is for the hotel operators agreement, will be issued later.

DPL is unable to issue an RFP for the hotel operation because the former Mariana Resort is being utilized by the CNMI Department of Labor to house Federal Emergency Management Agency personnel who are on island for the typhoon recovery efforts.

DPL first issued an RFP for the lease of the Marpi hotel property in 2015. Grand Marianas/IPI was the only proposer.

The RFP was closed in 2016 and negotiations between DPL and IPI continued until 2018, but no agreement was reached.

 DPL then decided to break down the Marpi property into three and issued separate RFPs for the  hotel, the golf course and the race track.

Grand Mariana/IPI submitted proposals for hotel and race track operations while Kan Pacific, the owner of the former Mariana Resort, submitted a proposal for the golf course.

The other proposer for the race track is Marianas Trekking.

Concepcion-Teregeyo said all proposals are now being reviewed by DPL.

The RFP for the temporary hotel  operators agreement has not been announced.

“The winning proposers will have to pay a portion to temporarily operate the Marpi pool under the public benefit requirement.  This is the proposal for the ‘temporary operators agreement.’ ”

Kan Pacific’s 40-year land lease agreement with the CNMI government ended in April 2018, but  Mariana Resort was allowed to remain open until Sept. 30, 2018.
