The award was conferred by the Western Fire Chiefs Association which is under the International Fire Chiefs Association.

The Western Fire Chiefs Association comprises members from California, Alaska, Montana, Utah, Idaho, Arizona, Nevada, Washington state, Oregon, Hawaii, the CNMI and other U.S.-affiliated Pacific Islands.

According to the award, Norita’s “inspired leadership, keen analytical insight and innovated approach to the fire service in the region ensured a close relationship between fire service organizations and the community, promoting safe firefighthing practices, executing joint training, improving quality of life and high morale for the fire service in the CNMI and the Western Pacific Island Region.”

Asked about the award, Norita said: “I was surprised but humbled.”

Norita said he is also grateful to the leadership of the Western Pacific Islands Association of Fire Chiefs. “Those guys really guided me,” he added, referring to Chief Joey San Nicolas and Chief Joey Manibusan of the Guam Fire Department, and Chief Stanley Torres of the Andersen Air Force Base Fire Department.

“They enlightened my mind,” Norita said. “I also owe this award to the administration of Gov. Ralph Torres, who fully supports DFEMS, and the department’s rank and file. I owe it to them.”

Among those who attended the conference on Saipan were U.S. Fire Administrator G. Keith Bryant, an appointee of President Donald Trump, and Dan Eggleston, International Association of Fire Chiefs president.
