Navy budget proposes $66M for Pagan lease

THE Navy plans to set aside $66 million for a “Pagan lease” according to the Department of the Navy’s Fiscal Year 2019 Budget Estimates document.

Gov. Ralph DLG Torres told Variety that he was not aware of any such lease proposal. Neither was Northern Islands Mayor Vicente “Ben” Santos.

“You know if they have the money, that means they’re ready to take the island,” said Santos. “But for me, I think that they should do more studies before they do that.”

Santos said he plans to bring up the matter in a Joint Region Marianas Section 106 meeting in the Seaside Hall of Kanoa Resort today, Wednesday.

“I will attend that meeting so that I can listen to them or ask them some questions,” he said. “If the military takes Pagan, does that mean they’re going to bomb the island? Because if it’s for military exercises, like to go up and do training or build a military base, I think there’s no problem with that. My problem is with them bombing the island.”

The reference to the Pagan Lease can be found on page 222 of this document: https://www.secnav.navy.mil/fmc/fmb/Documents/19pres/MCON_Book.pdf
