DPS evidence facility a ‘thorn in my side,’ says DPS chief

DEPARTMENT of Public Safety Commissioner Robert Guerrero said the evidence facility that the Office of the Public Auditor found inadequate “is a thorn in my side, believe me.”

In a report released in January, OPA marked the findings “unresolved,” requiring a follow-up site visit in June 2019.

Guerrero said he has encountered the facility problem since he was appointed as DPS chief in 2015.

“Up until today I am still facing the same issue,” he said. “I am still standing at the same location on this issue I have not moved not even a nail.”

While a disaster funding is available, Guerrero said he is frustrated that plans to fix the facility are not “progressing.”

The construction of evidence facility is outside of his department’s purview, Guerrero said, because DPS is not the contracting authority.

“We are just a recipient of it,” he added. “Yet, I am the one getting the blame for not having it completed.”

He added that the facility problem also hampers other programs because the temporary evidence facility is currently being used as a DPS training facility.

As for the OPA site visit in June, Guererro said, “If it is not fixed, it will stay in the OPA’s finding.”

OPA first inspected both DPS evidence facility and temporary evidence facility on Dec. 4, 2018.

OPA found that “the physical security of the facility is inadequate.”

“We resolved all of it except the last one which is the physical security of the building facility,” Guerrero added.
