Senate OK’s 100% reprogramming authority for governor, other officials

BY a vote of 7 to 1, the Senate on Thursday passed a measure that would give the governor, the chief justice, the mayors, municipal councils and the Legislative Bureau director 100 percent reprogramming authority over their funding allotments for the rest of fiscal year 2019.

Introduced by Rep. Ralph N. Yumul, House Bill 21-56 now goes to the governor’s desk.

Sen. Paul A. Manglona, who voted against the bill, said: “I have difficult time justifying support for this bill.”

He added that the governor still needs to answer a lot of questions pertaining to the CNMI’s financial state.

Voting yes to the bill were Senate President Victor Hocog, Senate Vice President Jude U. Hofschneider, Senate Floor Leader Justo S. Quitugua, Sens. Sixto Igisomar, Vinnie Sablan, Frank Cruz and Teresita Santos. Sen. Francisco M. Borja was absent.

Senate President Victor B. Hocog said the Senate Fiscal Affairs Committee is already communicating with the administration, and the leadership of both the House and Senate leadership are now working closely with the governor to address the financial crisis.
