House Ways & Means wants to see ‘proportionate’ cuts

THE House Ways & Means Committee has asked the Office of Management and Budget for more information about the cuts imposed on each government branch, department, agency and program.

In a letter last week, Ways & Means Vice Chairman Ralph Yumul requested Special Assistant for Management and Budget Vicky Villagomez for a detailed breakdown of all cuts and allotments made in April, May and June 2019.

“As you know, Gov. Ralph DLG Torres informed the Legislature of the implementation of proportionate reduction in the allotment authority of all three branches, their offices, departments, agencies and relevant instrumentalities, whose annual funding is subject to appropriation,” Yumul told Villagomez.

The governor’s letter “stated that effective April 1, 2019, the allotment authority will be reduced across the board by 15 percent per quarter or 5 percent per month,” Yumul said.

He noted that the governor also stated that the across-the-board budget cut “is the most effective fiscal tool provided under the Planning and Budgeting Act to ensure that the government does not incur an unconstitutional operating deficit at the end of fiscal year 2019.”

“In short, the governor refers to an equal and equitable share of cuts, with no indication that one entity would bear the brunt of the cuts alone, or even disproportionately,” Yumul said.
