(DPS) — On Tuesday, Oct. 15, 2019, at about 3:42 p.m., the Department of Public Safety received a 911 call reporting an injured female who had been robbed behind Shun Fu Market in Gualo Rai, Saipan. Officers were dispatched to the scene.

At the scene, officers met with the victim who was bleeding from her head. She said she felt a continuous burning sensation around her face after the suspect sprayed her with a liquid substance. Medics were summoned and the victim was brought to the Commonwealth Health Center where she received a total of five staples (stitches) for two lacerations sustained on her head.

Detectives learned that the victim was in her home with the front door closed but left unlocked. While in her home a male individual wearing a dark colored headwear (hat), dark colored sunglasses, with a white colored tank top entered her home. The suspect sprayed the victim with a liquid substance later determined to be pepper spray. The suspect then began attacking the victim by repeatedly striking the victim with an unknown hard object. The victim then fell to the ground, as the suspect ran off with the victim’s purse and cellphone.

Detectives later obtained video surveillance footage from a nearby establishment and noticed a male individual matching the description given by the victim, holding an orange object on one hand and a brown purse on the other. The suspect was seen entering a silver Hyundai Elantra before fleeing the scene. Detectives immediately identified the suspect in the video as Cabrera from previous criminal cases. A still image of the suspect was shown to the victim for positive identification. The victim identified the male individual in the surveillance photo as the same suspect who attacked her and stole her purse and cellphone.

On Wednesday, October 16, 2019, at about 9:32 p.m., Judge Teresa K. Kim-Tenorio signed and authorized the issuance of an arrest warrant for Michael Jordan Palacios Cabrera for the charges of burglary and theft, assault and battery, and assault with a dangerous weapon with a cash bail set at $30,000.

On Thursday, Oct. 17, 2019, at about 4:19 p.m., detectives arrested Cabrera at his residence in Chalan Kanoa. He was later transported to the Department of Corrections where he was booked and detained.
