On Monday, Castro appeared for a bail hearing before Superior Court Associate Judge Kenneth L. Govendo who imposed a $10,000 cash bail.

Castro, 31, was charged with possession of a controlled substance and was represented by Chief Public Defender Douglas Hartig at the bail hearing. Assistant Attorney General Heather Barcinas appeared for the government.

Castro was remanded to the custody of the Department of Corrections after the hearing.

According to Customs Inspector Jesseleo T. Ogo’s declaration of probable cause for an issuance of an arrest warrant, on Nov. 14, 2019, at 4:32 p.m., a K-9 “responded to an envelope from Naputi addressed to a resident of Tinian.”

Upon further inspection of the envelope, Customs officers noticed several small Ziploc bags containing clear crystalline substance wrapped in paper. The crystalline substance tested positive for “ice.”
