OVR has new case worker

MARLENA M. Litulumar is the new case worker at the Office of Vocational Rehabilitation.

OVR Director Maryann Borja Arriola said Litulumar, who was hired in October, will oversee the implementation of the Independent Living for Older Blind or ILOB program, which serves individuals who are legally blind or are severely visually impaired.

Before she was hired at OVR, Litulumar worked for the Women, Infants and Children program.

Part of Litulumar’s job at OVR is to identify people who may be eligible for the ILOB program. She will assist clients who have to go to an eye clinic for a vision examination or other medical processes, and review eligibility requirements.

Her first outreach activity was on Tinian where she conducted house-to-house visits to inform the elderly about the ILOB program.

“My goal is to increase the number of program participants,” she said.

Currently, there are only two individuals in the CNMI who are eligible for the program.

“It is very hard to meet the eligibility criteria. If you are going to apply for the program, you have to be almost blind,” Litulumar said.

She added, the OVR will ask the grantor agency — the Older Individuals who are Blind Training and Technical Assistance Center — to modify the criteria so more individuals can avail themselves of the program.
