Northern Islands mayor’s office wants lawmakers to say no to Pagan militarization

THE Northern Islands mayor’s office will ask lawmakers to unanimously oppose the military’s plan to conduct exercises on Pagan, Variety was told.

Today, the mayor’s office will meet with members of the Saipan and Northern Islands Legislative Delegation and the Department of Public Lands to discuss the military’s proposal as well as resettlement, homesteads, transportation, the free-trade zone and other development plans mentioned in last year’s Northern Islands summit.

In an earlier interview, Mayor Tobias Aldan said there had been no consistent and concerted action taken over the distribution of homestead lots in the Northern Islands despite the completion of the land-use plans in 1978.

He said his office wants to see DPL provided with sufficient authority and flexibility to waive requirements, limitations, and regulations relating to agricultural homesteads.

His office will also continue urge for the implementation of Public Law 8-9 or the Homestead Waiver Act Amendment, which requires DPL to grant public land titles to qualified persons who demonstrated 15 year of continuous and actual occupancy of public land.
