Guam Waterworks Authority seeks pay raise

HAGÅTÑA (The Guam Daily Post) — The Guam Waterworks Authority is asking to create additional jobs and boost certain administrative employees’ pay by classifying all of its employees as critical to protecting the agency from physical and cybersecurity breaches and threats.

As an example, a cashier’s duties involve “the ability to observe the actions and behavior of a potential adversary and alerting authorities, protecting the face-to-face cash handling process and securing customer information,” GWA’s proposal states, in part.

Administrative and clerical duties “involve securing and updating employee and customer data,” against physical and cyber breaches, according to GWA.

GWA needs the approval of its governing board, the Consolidated Commission on Utilities, before the proposal moves to the rate regulatory entity, the Guam Public Utilities Commission.

GWA is asking the CCU to approve a new pay scale, as well as 13 new positions within the utility.
