BECQ official welcomes creation of planning and development office

BUREAU of Environmental and Coastal Quality acting Administrator Ray Masga said the agency supports Senate Bill 20-2 which proposes to establish a planning and development office.

“BECQ is a permitting and regulatory agency.

A lot of what we regulate involve developments. The establishment of a planning office is important, especially with all these new developments going on in the CNMI,” Masga said.

BECQ’s two divisions — Coastal Resources Management and Environmental Quality — deal with permit. “These developments that are occurring in the CNMI will have to go through these two divisions for permitting,” Masga said. “We will review or evaluate these developments to make sure they are in compliance with the requirements.”

He said new development projects may affect existing infrastructure. “Along that line, the planning office, should it actually be created, will be critical in looking at these developments. In that sense, we view this bill as an important aspect of what we do as a regulatory agency.”

Introduced by Senate President Arnold I. Palacios, Senate Bill 20-2 is now on the governor’s desk.
