THE CNMI judiciary conducted at the Guma’ Hustisia on Friday last week the Law and the Freshman Legislator seminar for Rep. Corina L. Magofna, who took office through the special election held on October 16.
The seminar, held biennially since 2004 for incoming legislators, provides an overview of the judicial process and gives the legislators a rare opportunity to interact in one setting with federal and CNMI judges and justices. Most of the sitting senators and representatives also completed the same program.
The seminar began with a presentation by Chief Judge Ramona V. Manglona of the District Court for the NMI on the topic of statutory interpretation. CNMI Judiciary Deputy General Counsel Matthew Brown presented on the Covenant and the U.S. and CNMI Constitutions. Commonwealth Law Revision Commission Executive Director Dean Palacios gave a presentation on basic legal research.
The seminar concluded with a roundtable discussion on the role of the courts where the justices and judges answered questions from Rep. Corina Magofna.
