The 26-year-old Lee was hit by an eastbound Toyota Highlander while crossing northward toward Mom’s Round Two bar and restaurant in Garapan on Saturday night.
“I remember him suddenly getting into my vehicle while it was on full stop at the intersection of Middle Road and Garapan St.,” a resident recalled his experience with Lee.
Another resident said Lee, a Korean, liked to chew betel nut.
The resident said Lee preferred to be called “Joe” and spoke the local languages.
Despite his disability, Lee could be seen walking around Garapan, entering bars, restaurants and other business establishments.
People would offer him food and money.
Lee’s remains were still in the Commonwealth Health Center’s morgue since police still had jurisdiction over his case, Variety was told by a hospital staffer.
Police said Lee suffered a fractured skull and had bleeding in the brain when he was admitted to CHC’s intensive care unit where he was rushed after the accident.
Police ruled out speed and alcohol as factors in this incident on the part of the driver, a 19-year-old boy.
Lee’s blood alcohol content, however, was .213 percent, Department of Public Safety spokesman Sgt. Thomas A. Blas Jr. said.
The legal limit is .08.
The case was still under investigation to determine the cause of the crash, Blas said.
The vehicle sustained minor damage to its center front bumper and hood area.
