Woman admits transporting pesticides

Zheng was arrested in June after a grand jury indicted her last February on one count of reckless violation of the Federal Aviation Act and one count of willful violation of the Hazardous Material Law.

The plea agreement, which was filed in federal court on Friday, was signed by Zheng, her court-appointed defense attorney Steven P. Pixley, and Assistant U.S. Attorney Kirk W. Schuler, the prosecutor.

Zheng will plead guilty to reckless violation of the Federal Aviation Act.

Zheng traveled on air from China to Japan on Oct. 8-9, 2008 before connecting to another flight to the CNMI.

“In her checked luggage, [Zheng] concealed over 10,000 packets of various suspected pesticides manufactured in China, all together weighing about 200 pounds,” the plea agreement stated.

“Among these packets were approximately 1,600 packets of a Chinese pesticide known as Buprofezin,” it added.

Buprofezin, the plea agreement said, is not considered a registered pesticide by the  U.S. Environmental Protection Agency.

“Nevertheless, [Zheng] distributed the pesticide by shipping the pesticide to the CNMI,” the plea agreement said.
