Superior Court Associate Judge Kenneth L. Govendo yesterday retained the $100,000 cash bail earlier imposed on Jackson, 32. The prosecution wanted it raised to $250,000.
After the hearing, Jackson was remanded to the custody of the Department of Corrections.
Jackson is being held on charges of kidnapping, rape, sexual abuse of a minor, assault and battery, and disturbing the peace.
Assistant Public Defender Richard Miller was appointed to represent Jackson.
Assistant Attorneys General Shelli Neal and Russel Lorfing are prosecuting the case.
In her affidavit of probable cause filed in court, Detective Melissa Bauleong said after Jackson sexually abused his victim inside his silver/gray Honda Civic near the old Japanese bunkers on Airport Road, he smoked “ice” and also told his victim to smoke, too.
The victim “initially refused but [Jackson] forced her to smoke. Out of fear of what [Jackson] might further do to her should she refuse, [the victim] complied and inhaled the smoke from the small light bulb,” Bauleong said.
Jackson told the victim that he would do “something worse than killing her” if she would tell anyone what happened, Bauleong said.
The victim escaped after she was allowed by Jackson to go out of the vehicle to use a rest room.
Jackson chased his victim who ran until she reached Progressive Poker near the Shell service station.
The victim eventually made her way to a nearby relative’s house and called for police assistance.
At about 4:03 a.m. on Saturday, police dispatched officers to a residence in lower Dandan.
Initial investigation showed that the victim was walking along Tun Joaquin Doi Road in Fina Sisu at about 1 a.m.
The victim was making her way to her residence on As Lito Road when a man, later identified as Jackson, pulled up alongside her and forced her into his car.
At about 8:40 p.m. on Saturday, Jackson was positively identified by the victim from police mug shots during the follow-up investigation by Bauleong and Detective Vince Mareham at the Criminal Investigation Bureau.
Bauleong said Jackson owned a silver/gray Honda Civic that has a white “star” design drawn using a liquid eraser on the lower left corner of the front windshield that matched the victim’s description of the suspect’s vehicle.
Associate Judge David A. Wiseman ordered the arrest of Jackson who was taken into custody by police in Dandan at about 11:47 p.m. on the same day.
