The commission said the new voters list is a matter of priority.
It said the new voters roll is expected to replace the old list which used in previous general elections.
In a workshop over the weekend, top election officials said about 1,000 volunteers will be recruited for the exercise which is expected to take two months.
The volunteers will also conduct registration in wards and villages.
The commission said part of the preparation for the election is public awareness on the registration process.
It said this work will start as soon as funds are being released by the Ministry of Finance.
An estimated S$12 million, or $1.5 million, will fund all election expenses next year.
