Under section 205 of Title 8 of the State Code, and as amended by Yap State Law 7-16, the chief of personnel is required to develop a new base salary schedule for the public service system, establishing a minimum hourly rate of $1.60 and a maximum hourly rate of $11.25.
Upon the effective date of the new salary base, the chief of personnel is to reclassify all positions within the system to the newly adjusted pay levels and steps to meet the requirements of Y.S.L. 7-16, and as appropriate given the actual funding approved for those positions.
The regulation also temporarily suspends and re-imposes the salary freeze by Executive Order 2-96 to allow personnel to do the reclassifications.
The regulation is set to take effect 20 days from the last day it was filed with the attorney general and the chief clerk of the Legislature, or when funds become available to implement the changes, whichever last occurs.
The regulation was filed on Dec. 23.
Also on the same date, Regulation 2009-04 was promulgated by Anefal.
This regulation amends also the system as required by Yap State Law 7-41 that mandates the establishment of procedures and conditions for leave-sharing by government employees.
Temporary Regulation 2009-03, issued earlier on emergency basis pending the necessary amendments to the system, is now repealed and superseded.
Regulation 2009-04 will also take effect 20 days after filling with the AG and chief of clerk.
