Kapileo had six strokes under par 42 in the front nine and struggled in the back, hitting 8-under par 44 to finish with 44 gross.
His 18-handicapped gave him the lowest net of 68.
New comer, Nick Leon Guerrero shot 49 and 45 in the front and back nines respectively for 94 gross and had a promising debut with 70 net to win the second place.
Jess I. Wabol was 1-over par 37 in the front nine and had extra two strokes in the back to gross 75 as he finished 1-over par 73 to settle for the third place.
Also making it to the top five were Jesse Seman who shot 74; Tars Olopai, 75 and Xian Lai Cui, 76.
Joe Saures and Dwain Stephens shot 77; Asterio Tawanpiy and Ed Tenorio 79; Tom Tebuteb, 83; Tony Rogolifoi 86 and Emery Kaipat, 89.
Saures shot closest to the pin in hole No, 7 while Wabol in hole No. 14.
The RGA, Wabol said welcomes new members, Leon Guerrero and Kaipat.
