He said he has a track record to show how he has performed and is proud of the division personnel who helped ensure that they accomplish their goals.
All deliverables required from his division by the federal stipulated orders have been submitted on time, he added, and have not been rejected.
He said he has taken a “no nonsense approach” to the stipulated orders and protecting public health.
“My job is to ensure public health and the physical integrity of this organization by avoiding fraud,” he told Variety.
CUC has published a job vacancy announcement on Jan. 6 for Megarr’s position. His contract ends on March 30.
Megarr said he has yet to know whether CUC will renew or terminate his contract.
He expects CUC to notify him 30 days before his contract ends.
“The management has three more weeks to attract candidates and I certainly support CUC finding the best,” he said.
Variety learned that since July last year Megarr has been “isolated” from the operations of CUC’s management.
When asked about his working relationship with CUC’s top officials, Megarr said: “I think it’s frank and honest.”
Megarr was hired by CUC through the Environmental Protection Agency and the Office of Insular Affairs in compliance with the federal stipulated orders.
The position was for a deputy executive director but CUC changed the title.
In July last year, Megarr said, he wrote the EPA and identified himself as deputy executive director.
“I am rescinding it. I am taking it back because I believe I don’t have the authorities outlined in that position and I cannot in good conscience say that I have the responsibility and authority for what goes on with water and wastewater,” he said.
According to CUC’s job vacancy announcement, the responsibility of the deputy director is to create and execute plans to improve the management, the finances and the operations of the utilities agency.
The deputy director is also responsible for the management of all aspects of the corporation’s water and wastewater systems’ operations, maintenance and engineering.
The deputy director, moreover, is primarily responsible for ensuring CUC’s compliance with all laws and regulations applicable to its water and wastewater systems.
