Flores says legislators should pass Animal Protection Act

The measure, House Bill 16-13, was introduced by Rep. Stanley T. Torres, Ind.-Saipan, in the previous Legislature.

The mayor condemned the beheading of a cat in Garapan on or about Jan. 24.

“It is a heinous act that could only have been perpetrated by a cold-blooded individual,” said Vic Pangelinan, the mayor’s office information officer and senior adviser.

The incident prompted the Pet Assistance and Welfare Services to offer a $400 reward for any information which will lead to the apprehension of the person responsible for the beheading of a cat.

PAWS said the NMI Crime Stoppers has agreed to assist in getting information and that the reward PAWS is offering is on top of any award to be given by Crime Stoppers.

Pangelinan said “anyone who finds pleasure or satisfaction in torturing a helpless innocent animal is dangerous to society.”

He said such an act should not be condoned in a civilize place.

Torres’s Animal Protection Act of 2008 prohibits the cruel treatment and theft of animals, and imposes penalties for such acts.
