In a note verbale by the Ministry of State to the Embassy of the Philippines here, request was based on the case recently filed against Dugan for allegedly threatening to kill President Johnson Toribiong.
“The Ministry of State of the Republic of Palau presents its compliments to the Embassy to deny entry to the Philippines of Dugan, a United States of America national,” the note verbale said.
Dugan was charged with one count for threatening to kill or attack an internationally protected person for death threats on the president.
The case against Dugan was dismissed on Wednesday.
It was learned that Dugan holds a permanent visa to the Philippines and has a return ticket to the country.
Dugan recently pleaded guilty to three counts of forgery charges and three counts of attempted cheating.
Dugan was earlier charged with 39 counts of attempted grand larceny, forgery, attempted cheating, cheating, unlawful issuance of bank checks or drafts and money laundering, The other charges were dismissed.
Dugan was sentenced to 15 years imprisonment all suspended except for up to six months in jail. Part of the plea agreement was that Dugan will be testifying “fully and truthfully in Criminal Case 09-193.”
Dugan will be deported by April 21, based on the plea agreement on the money laundering case.
