Department of Public Safety acting spokesman Sgt. Thomas Aguon Blas Jr. said Qun Yu, also known as Papasang or Jay, appeared to be disoriented and dehydrated.
During Yu’s initial appearance in Superior Court yesterday afternoon, Judge David Wiseman raised the cash bail to $100,000 from $50,000, noting the defendant’s violation of his previous bail order for a similar “ice” charge in 2007.
Yu is now being held on the charge of illegal possession and trafficking of a controlled substance.
Blas said on Aug. 4, 2010, arrest and search warrants were issued against Yu and his girlfriend Zhang Ling, also known as Coco.
During the search of Yu’s residence in Chalan Laulau, Blas said over 540 grams of crystal methamphetamine, or “ice,” were found.
Yu managed to escape after a car chase that ended when the defendant’s vehicle rammed into a tree. His girlfriend was arrested and had denied the charge. She is currently detained at the Department of Corrections facility after failing to post the $30,000 cash bail.
A staffer from the Clerk of Court told the Variety that Yu’s 2007 case was sealed.
Assistant Attorney General Brian D. Gallagher is prosecuting the case against Yu.
Blas said DPS received an emergency call regarding a possibly stranded person in Marpi.
He did not identify who called DPS.
Patrol Officers Juan Mendiola, Jeffrey Norita and Flora Aguon were dispatched and they searched the vicinity of the former radar station in Marpi.
The responding officers later found Yu, who was wearing a black polo shirt and blue Levi’s jeans, on the gravel road leading to the DPS firing range, Blas said.
“[Yu] seemed exhausted, was wet all over and had scratches on his body. The officers stopped the individual to check if he needed any medical attention and gave him water as well,” Blas said.
Officer Mendiola noticed that the individual seemed familiar and he later confirmed that it was Yu based on the police photo, Blas said.
Members of the Drug Enforcement Task Force were then called to Marpi where they also confirmed that the individual was indeed Yu.
Yu was then arrested by the task force pursuant to an outstanding arrest warrant, and was brought to the Corrections facility in Susupe where he was detained.
