Superior Court Associate Judge David Wiseman imposed a $10,000 cash bail on Benjamin Joseph Fitial who appeared in court in the custody of the Department of Corrections yesterday.
Fitial is being held on charges of disturbing the peace, criminal mischief, and assault with a dangerous weapon.
Assistant Attorney General William Downer represented the government while Fitial appeared without counsel.
Detective Simon T. Manacop said a disturbance was reported at the Vocational Rehabilitation Center on Capital Hill on Wednesday.
Fitial flagged down responding Officer Murphy Paul and admitted that he was responsible for damaging the car of Manuel Ogarto.
Police said Fitial threw big rocks at Ogarto and at his car after the victim declined the defendant’s request to use his car.
Police said the back of Ogarto’s neck had a large bruise.
