An applicant must have a baccalaureate degree, preferably a graduate degree in planning or a related field such as engineering, architecture, urban planning, environmental science or public administration, with five years of progressive experience in land use planning, comprehensive planning or land use administration.
The zoning administrator manages the zoning office which is responsible for processing permit inquiries and applications, maintaining record and data systems, inspecting and enforcing compliance, interpreting the Saipan zoning law with assistance of legal counsel, educating the public, staffing the zoning board, coordinating with other agencies, preparing updates to the Saipan zoning law and board regulations, preparing budgets and tracking expenditures, and preparing reports and grants applications.
