He said the delay was caused by the contractor’s non-compliance with the requirements.
But Palacios, Covenant-Saipan, said the funds allocated for the construction of five pavilions in the area are still intact.
He said due to the requirements for a parking lot and rest rooms, they may construct two pavilions only.
The Pantalan Boys, a group of local residents who frequent Sugar Dock, have been asking the government to implement the project.
One of its members, Jun Sablan, said the billboard announcing the scope of the project was installed during the election season.
Since then, the project has yet to be implemented.
Palacios said once the contractor complies with the requirements, the construction can begin.
