• Development and construction of facilities and infrastructure to support the relocation from Okinawa to Guam of approximately 8,600 Marines and their 9,000 dependents; development and construction facilities and infrastructure to support training and operations on Guam and Tinian for the relocated Marines.
• Construction of a new deep-draft wharf with shoreside infrastructure improvements creating the capability in Apra Harbor, Guam to support a transient nuclear powered aircraft carrier.
• Development of facilities and infrastructure on Guam to support the relocation of approximately 600 military personnel and their 900 dependents and the establishment and operation of an Army Missile Defense task Force.
Over 10,000 comments were received during the 90-day public comment period on the Draft EIS, which was released on November 20, 2010. The Final EIS has been modified as appropriate and/or includes direct responses to public comments. The Navy coordinated with representatives from across the federal government to resolve several important issues.
Key issues raised on the Draft EIS that have been addressed in the Final EIS include:
• The Navy’s decision to defer the decision on a specific location for a transient CVN berth in Apra Harbor and voluntarily collect additional data on marine resources in the two alternative site locations;
• Identification of solutions to address the impacts of construction workforce and induced population growth on Guam’s utilities systems, and identification of possible funding sources for such improvements. Additionally, funding sources have been identified for required off base road and port improvements;
• Use of adaptive program management techniques as a mitigation measure, which will adjust the pace and sequencing of construction to stay within the limitations of Guam’s infrastructure; and
• Use of force flow reduction as a mitigation measure, which will slow the arrival of Marine Corps forces until requisite facilities are built.
