He ordered them to post on www.cnmiarra.net all positions funded by ARRA that have not been filled.
The posting should be done not later than June 18, today, he said.
“Any position that is not posted, either through the direct grantee or sub-grantee, will not be processed,” he said in a memorandum dated June 3.
Fitial said positions that go unfilled will require the recipients of the grant to “request reprogramming of funds for eligible purposes within the parameters of their grants.”
He said his administration “will not tolerate delays in the processing of the examination announcements to the filing of those positions.”
As indicated in his Dec. 21, 2009 memorandum, the governor said posting all job opportunities on www.cnmiarra.net is mandated by federal law.
He said those who fail to comply will be at risk of violating transparency requirements.
According to Fitial, he will require a report from the CNMI ARRA office on June 21 during a cabinet meeting.
The report, he added, should detail all the ARRA-funded positions that have adhered to his directive.
Fitial wants to know all outstanding positions that have not been posted and the executive branch offices responsible for those positions.
Department heads responsible for outstanding positions which have not been announced will be subject to disciplinary action, he said.
His administration, he added, will ensure that all positions will be filled by the end of summer.
