Director of Communications Troy Torres said “this sets in motion unprecedented action of the first layoff plan submitted, and one of the actions it would accomplish is halt hiring throughout the line agencies of any position that is within the position class identified for layoffs.”
Torres said Brown identified “positions to lay off, and not necessarily people.” Those identified to be laid off will be determined by DOA.
The layoff plan is only for classified employees within the government of Guam. Torres said one of the conditions for layoffs is if there is a person who is holding an unclassified position and a classified employee is holding a similar position, “we would have to release the unclassified employee first.”
Torres said the number of positions identified and the positions targeted will be announced later today, once the plan is submitted to DOA.
Torres noted there are bus drivers who are still limited-term employees, but are critical to the department.
