The owners of the company are Michael McDonald, a native of Utulei and his wife Paula Stevenson McDonald, of Pago Pago. The company is based in Carlsbad, California.
The other two companies which submitted proposals were American Samoa Services Associates Corporations and Lavea’i Social Services.
