Judge Kenneth L. Govendo will continue the hearing from yesterday as he ordered Assistant Attorney General Shelli Neal to submit a copy of the plea agreement.
Omengkar is represented by court-appointed defense attorney Steve Nutting.
Omengkar and former DPS officer Florencio Quitugua Richards were arrested by the CNMI Joint Drug Task Force, which included Customs, at the Garapan Fishing Base on July 15, 2010.
The local court earlier dismissed the “ice” charges against Richards, but he admitted similar charges filed in federal court.
