Blas A. Manzanares, 46, was ordered released from the custody of the Department of Corrections after he issued the appearance bond and promised to attend his court hearings.
Wiseman ordered Manzanares to stay away from his victim, now 19 years old, as among the terms and conditions of his pretrial release.
Assistant Attorney General Tiberius Mocanu represented the government during the defendant’s initial appearance and bail hearing yesterday afternoon.
Chief Public Defender Adam Hardwicke served as counsel for Manzanares, who was arrested by police at his residence in Dandan on Wednesday at about 6:30 p.m.
Detective Flora Danica B. Aguon said the victim told police during an interview on June 8, 2011 that she was raped by Manzanares when she was 16, at the defendant’s two-floor apartment complex behind Joeten Dandan.
The victim said she was introduced to the defendant by her sister when she was 10 at that time.
The victim described him as “kind, generous and very friendly,” Aguon said.
“[The victim] said she grew to trust Manzanares because he was so nice to her and [the victim] would often skip school and call Manzanares to pick her up at a nearby bus stop,” Aguon said.
Manzanares would pick up the victim and would take her to his apartment complex where they would hang out for the day, Aguon said.
The victim said Manzanares raped her when she turned 16, and the incident occurred at the defendant’s apartment complex, Aguon said.
After the rape, Manzanares dropped the victim back to her school, where she rode the bus in going home, Aguon said.
Manzanares no longer saw the victim for several years after the incident.
Sometime last January, the victim told police she was at the Commonwealth Health Center where she met Manzanares. She asked him why he no longer tried to contact her.
Manzanares replied that “he was afraid she reported him to the police,” Aguon said.
