Guam fuel surcharge increase given green light

The Public Utilities Commission ordered the current Levelized Energy Adjustment Clause, or LEAC, to be increased from $0.16153 per kilowatt hour to $0.19216 per kWh in its Tuesday meeting.

This means a customer who uses 1,000 kilowatts will see a $30.69 increase in their monthly power bill, said GPA spokesman Art Perez. This charge reflects a 13.01 percent increase in the total bill, he added.

PUC’s regulatory consultant, Georgetown Consulting Group Inc., filed its recommendation with PUC, recommending the increase based on the most recent available information regarding fuel prices to determine the fuel factor for the LEAC.

GCG determined that based on updated Morgan Stanley fuel price forecasts on July 7, fuel price projections for the next six months are slightly higher than the fuel prices originally projected by GPA.

“The June 2011 actual price of fuel oil charged to GPA was somewhat higher than projected by GPA in its June 15 filing, which had the effect of increasing the under-recovery expense,” the PUC stated in its order. “The net result is a very slight increase.”
