In his letter to Speaker Isaac V. Figir, Mori said the selection of nominees “could have been more difficult had it not been for the overriding national interest to maintain status quo.”
The nominees are:

3. Secretary of Foreign Affairs – Lorin S. Robert
4. Secretary of Health and Social Affairs – Dr. Vita A. Skilling
5. Secretary of Justice – Maketo Robert
6. Secretary of Resources and Development – Marion Henry
7. Secretary of Transportation, Communication and Infrastructure – Francis I. Itimai
8. Director of Environment and Emergency Management – Andrew Yatilman
9. Chief of Public Defender’s Office – Julius Joey Sapelalut
10. Director of Statistics Office – Evelyn Adolph
11. FSM Ambassador to China – Akillino Susaia
12. FSM Ambassador to Fiji – Gerson Jackson
13. FSM Ambassador to Japan – John Fritz
14. FSM Ambassador to the U.S. – Asterio R. Takesy
15. FSM Resident Representative to the United Nations – Jane J. Chigiyal
16. Consul General on Guam – Robert Ruecho

Mori said some of his department and office heads have been shifted from current posts to different offices due to several considerations ranging from educational background to work experience and loyalty.
Concerning other officials not nominated for the second term, Mori expressed regrets in admitting that he had made the decision to forego such nominations based on “consideration of the totality of the circumstances surrounding each case with the best interest of the nation in mind.”
