Chief prosecutor recognized for tireless advocacy for victims

THE Northern Marianas Coalition Against Domestic and Sexual Violence on Oct. 1 organized a proclamation signing ceremony at Saipan World Resort, announcing a monthlong schedule of activities in observance of Domestic Violence Awareness Month.

The theme for this year’s observance is “It’s a Movement, Not a Moment.”

At the ceremony, the coalition honored CNMI Chief Prosecutor Chester Hinds with the Bridge of Light Award, the recognition given annually to an “extraordinary individual” who has “worked tirelessly” on behalf of domestic and sexual violence victims and survivors. The award also recognizes a service provider who “exemplifies the mission to promote, nourish, and sustain a collective movement to end violence in the CNMI.”

Hinds was selected through a two-tier scoring system, and was nominated by employees in the Criminal Division of the Attorney General’s Office. The system measured his commitment to “enhancing victim safety, increasing offender accountability” and demonstrating a philosophy of “victim-centered, empowerment-based advocacy.”

He received a commemorative plaque, a cash award, and a travel scholarship from the coalition to attend a national domestic and sexual violence conference. Hinds said he was grateful to Attorney General Edward Manibusan for the opportunity to advocate for victims and acknowledged the support of his team in the Criminal Division.

“It is my job to fight for victims,” Hinds said. “Yet despite our efforts, challenges remain. I still have hope, and I am proud to say the Criminal Division is dedicated to standing up for victims and standing with survivors. Yes, it is my job, but this is more than work for me — it is my passion and personal mission. To the victims out here: just know that there are people who believe you, who will fight for you, and who care. Please don’t give up hope.”

The proclamation’s inspirational speaker, Cecilia Fitial, shared how her healing journey from psychological abuse became a source of strength.

“There was no physical violence — no bruises, no broken bones — but there were wounds you could not see: mental, emotional, spiritual,” she said. “Words can be as powerful as fists. Years of this ‘quiet storm’ chipped away at my confidence, leaving me feeling small, unseen, and alone at times. But today, I am not broken or defeated — I am refined. My healing, lessons, tears, and life experiences have built me to withstand anything that comes my way. I am stronger, wiser, and more resilient.”
