YICHUAN Bai, who was wanted for allegedly kidnapping and assaulting a tour guide, surrendered on Wednesday, according to the Department of Public Safety.

Bai, 39, appeared in custody before Superior Court Judge Joseph N. Camacho for a bail hearing.

Chief Prosecutor Chester Hinds, citing the seriousness of the allegations against Bai, asked the judge to increase bail from $25,000 to $50,000. Attorney Mark Hanson, who was appointed to represent the defendant, did not object but reserved the option for bail modification.

Judge Camacho granted the prosecutor’s request and set Bai’s cash bail at $50,000.

Bai was remanded to the custody of the Department of Corrections and ordered to return to court for a preliminary hearing on Oct. 1 at 10 a.m. and arraignment on Oct. 27 at 9 a.m.

Bai, along with co-defendants Peter Deleon Guerrero — also known as “Dragon” or “Paduna” — and Heejung Hwang, are accused of assaulting a tour guide in a case linked by DPS to a viral hit-and-run incident in Garapan on Aug. 25, 2025.

Hwang, 43, and Deleon Guerrero, 57, had been arrested earlier. Bai was still at large at the time. The victim, Jijing “Jimmy” Borja, told police he was assaulted and abducted by the three suspects.

All three defendants were formally charged in Superior Court with kidnapping, assault, aggravated assault, assault with a dangerous weapon, and disturbing the peace.

Hwang posted $25,000 bail. The court later dropped kidnapping and aggravated assault charges against Deleon Guerrero but found probable cause to charge him with assault with a dangerous weapon and assault and battery.

On Sept. 19, 2025, DPS issued a wanted notice for Heejung Hwang, asking for the public’s assistance in locating him. He is wanted on multiple charges, including possession of a stolen firearm, possession of a controlled substance, violation of firearm identification card requirements, and unlawful possession of ammunition. Judge Camacho signed and issued an arrest warrant, setting bail at $100,000.

As of Wednesday afternoon, no new information was available regarding Hwang.

The victim told investigators he was physically assaulted by Hwang, Bai, and Deleon Guerrero for almost three hours at Deleon Guerrero’s residence in Chinatown. He said the attackers used a gun and a metal object during the assault.

Borja provided police with a Commonwealth Healthcare Corporation discharge document showing he visited the Emergency Room on Aug. 26, 2025, at 1:47 a.m. He sustained multiple abrasions and contusions to his face, head, torso, arms, and legs, as well as a nasal fracture.
