Saipan resident calls for BECQ probe into trash dumping

SAIPAN resident Jung Ja Kim is urging the Bureau of Environmental and Coastal Quality to investigate the illegal dumping of trash and construction debris on his 1,400-square-meter property in San Vicente.

In his letter to BECQ Administrator Floyd R. Masga, Kim said an unknown individual unlawfully entered his property on Sept. 22, 2025, and dumped a large pile of garbage and construction debris. He said the intruder also cut the padlock that was used to secure the premises.

He noted that on Oct. 2, 2025, BECQ staffers Greg Reyes and Goddy Taitingfong arrived at his property and conducted an inspection in response to an anonymous complaint regarding the trash.

Kim told Masga that he has reason to believe the person who called BECQ could be the same individual who dumped the trash on his property. He provided BECQ with photos of letterheads he found in the debris and said he also reported the matter to the Department of Public Safety.

The pieces of trash he showed BECQ included letterheads of Hanom Investment dba Treasure Island and a company named ICE 2 CU International.

Because of these findings, he said he respectfully requested that BECQ send litter control officers to the area to investigate the illegal dumping on his property.

“While I recognize and respect BECQ’s authority to order an environmental cleanup, I believe it is equally important to ensure that those who illegally created this situation are also held liable,” Kim said.

In the meantime, Kim said he is ready to hire a company to clean his property. The cleanup, however, requires a significant amount of manpower and financial resources, making it impossible to complete within two weeks.

Kim stressed that he is not refusing to clean his property, but he needs a 90-day extension of BECQ’s deadline to complete the cleanup.
