DLNR secretary, 2 DFW officials charged with misconduct over unauthorized boat use

PENAL summonses and criminal information were issued Monday to Department of Lands and Natural Resources Secretary Sylvan O. Igisomar, acting Division of Fish and Wildlife Director Rosemary C. Camacho, and DFW Conservation Officer Ignacio I. Yiftheg over the alleged personal use of an agency boat and vehicle.

Igisomar, 49, was charged with misconduct in public office, theft of services, and child endangerment. Camacho, 57, and Yiftheg, 45, were each charged with three counts of misconduct in public office, forgery, and conspiracy.

“I have no comments at this time,” Igisomar told Variety on Tuesday.

The three officials were served with the summons and information the same day and were ordered to appear before Superior Court Presiding Judge Roberto C. Naraja on Dec. 15 at 9 a.m. Failure to appear may result in the issuance of arrest warrants.

According to court documents, on Sept. 28, 2024, Igisomar allegedly used an official DFW law enforcement boat and a DLNR vehicle for personal transportation between Saipan and Managaha. The documents state that he diverted government property for his own benefit and that of his two children.

Igisomar is also charged with child endangerment for allegedly placing his children at risk by transporting them on the official boat without authorization.

Camacho and Yiftheg are accused of altering daily activity reports of DFW employees Kimo R. Lisua and Branden A. Manglona to conceal the unauthorized use.

Yiftheg allegedly facilitated the transportation of Igisomar and his children aboard the agency’s boat for private purposes.

As acting DFW director, Camacho is accused of failing to discipline Yiftheg for the unauthorized trip, according to the complaint.
