Governor swears in new board and commission appointees

(Office of the Governor) — Gov. David M. Apatang administered the oath of office to five newly appointed members of key boards and commissions on Dec. 1, 2025, reaffirming the administration’s commitment to strengthening government services through active and timely appointments.

The following individuals were officially sworn in:

• Ramon M. Dela Cruz – board member, Community and Economic Development Authority

• Theodore R. Parker – member, Healthcare Professions Licensing Board

• Dr. Tiffany Lyn Willis – member, Healthcare Professions Licensing Board

• Mark O. Rabauliman – member, Commonwealth Election Commission

• Elsie Tilipao-Rebuenog – member, Commonwealth Election Commission

Governor Apatang congratulated each appointee and emphasized the importance of their roles in ensuring efficient, accountable, and service-driven governance across the Commonwealth.

“Boards and commissions are essential pillars of public service. When these seats are filled, our government can move forward with the oversight, expertise, and responsiveness that our people deserve,” said Governor Apatang. “I am grateful to these dedicated individuals for answering the call to serve, and I look forward to the contributions they will make for the betterment of our islands.

The oath-taking is part of the governor’s broader initiative to actively fill vacant positions across government boards and commissions. This ongoing effort is designed to ensure continuity of operations, strengthen regulatory and administrative functions, and support the delivery of vital services throughout the CNMI.

The Office of the Governor extends its appreciation to all appointees for their willingness to serve and contribute to the Commonwealth’s progress.
