Senate confirms reappointments to civil service, utilities commissions

THE Senate on Tuesday confirmed Gov. David M. Apatang’s reappointments of Raymond M. Muna to the Civil Service Commission and Oscar Patrick Quitugua to the Commonwealth Public Utilities Commission.

All eight senators present voted to adopt the report of the Senate Committee on Executive Appointments and Government Investigations, presented by its chairman, Sen. Frank Q. Cruz. Sen. Paul A. Manglona was excused, while Sen. Celina R. Babauta attended the session via videoconference.

During the public comments section, Special Assistant for the Administration John Paul Reyes thanked the Senate on behalf of the governor and Lt. Gov. Dennis James Mendiola for the time and effort spent evaluating the nominees.

He said the Senate’s thorough review of the nominees is an essential step as the administration fills vacancies on the boards and commissions, and he extended sincere appreciation for the Senate’s favorable consideration of the nominees.

Although the nominees could not attend the session due to work commitments, Reyes told senators that Muna and Quitugua have accepted the governor’s reappointment to continue their service to the Commonwealth.

Muna will continue to represent Saipan on the Civil Service Commission, while Quitugua will serve another term representing Rota on the Commonwealth Public Utilities Commission.

In his report, Cruz said that after reviewing the testimonies and all relevant documents, the EAGI committee recommends confirming Muna and Quitugua. He said the committee examined their credentials, experience, and summaries of oral and written testimonies, all of which supported the nominees.

The committee chair added that during a public hearing, the EAGI committee offered recommendations and raised issues and concerns with the appointees. Based on the overall assessment of their credentials, experience, and supporting testimonies, the committee respectfully recommends their confirmation.
