EUCON, Hebei Oriental University forge partnership for CNMI education hub

LANGFANG, China (Press Release) — In a powerful demonstration of cross-border educational collaboration, Hebei Oriental University and EUCON International University have officially signed a Memorandum of Understanding that promises to reshape the future of higher education and economic development in the Commonwealth of the Northern Mariana Islands.

The signing ceremony, held at HBOU’s campus in Hebei Province, brought together university leaders who envision a transformative partnership — one that not only opens doors for thousands of students but also seeds the ambitious EUCON University City Project in CNMI. This initiative aims to position CNMI as the Pacific’s premier hub for education, technology, and investment, powered by strategic alliances with major Asian institutions, such as HBOU.

A partnership rooted in scale and specialization

Hebei Oriental University is a force in Chinese higher education, with a vibrant community of 37,000 enrolled students. Among them:

•   6,000 students in its nationally recognized nursing program, and

• Over 2,000 students in its unique golf management program, which leverages world-class facilities including a golf course, an AR motion-capture training center, and a sports complex.

During the visit, the EUCON delegation — led by President Dr. Christian Wei — toured HBOU’s Wenbo Hall, Wencui Hall, Sports Center, Golf AR Lab, and golf course. They praised the university’s advanced platforms and its commitment to integrating culture, sports, and applied sciences.

Economic revival through international students

Under the MOU, the two institutions will launch targeted student recruitment pathways, expecting to bring 200 to 500 international students annually from China and other Asian countries to study at EUCON’s CNMI campus. These students will enroll in joint programs, credit transfer courses, and specialized training — injecting vitality directly into the local economy.

“Every international student represents not just tuition revenue, but spending on housing, food, transport, retail, and tourism,” said Dr. Wei. “In CNMI, where economic recovery remains a priority, this student inflow can catalyze a new wave of jobs, services, and infrastructure development.”

The partnership aligns with CNMI’s broader strategy to diversify beyond tourism, using international education as an engine for sustainable growth.

A vision for a tech-and- education island

Central to the collaboration is the EUCON University City Project — a master plan to transform CNMI into a Pacific-centered “Education and Technology Island.” Inspired by successful university city models worldwide, the project envisions:

• A cluster of branch campuses and research centers,

• Incubators for ed-tech and clean-tech startups,

• Residential and commercial ecosystems serving students and faculty,

• Direct investment pathways from Asian partners.

“By partnering with large-scale universities like Hebei Oriental University across multiple Asian countries, we will create a critical mass of students, scholars, and entrepreneurs,” added Dr. Wei. “CNMI is not just a destination—it will become the beating heart of Pacific higher education, attracting investment from Seoul to Shanghai.”

Leaders speak with conviction

Liu Wengen, party secretary of Hebei Oriental University, described the MOU as “a bridge between two dynamic educational systems.” He stated: “Our 37,000 students— especially those in nursing and golf management—are eager for global exposure. This partnership with EUCON gives them a direct gateway to CNMI, while enriching the Pacific region with talent and cultural exchange.”

Dr. Chang Zhiwei, dean of the School of Humanities and Physical Education and Director of HBOU’s International Center, emphasized the tangible impact: “We have already identified the first cohort of 200–300 students ready for exchange and degree programs. Their mobility will prove that international cooperation is not a distant dream — it is happening now.”

A new era of collaboration

The May 22 signing marks a critical transition from virtual dialogues to concrete action. Both sides have committed to:

• Faculty and student exchange programs,

• Shared use of simulation labs and sports training facilities,

•  Joint curriculum development in nursing, golf management, and business,

• A dedicated pathway for Chinese students to pursue degrees in the CNMI.

A call to investors and educators

The EUCON–HBOU alliance sends a clear message to global investors: the CNMI is open for education-led development. With a ready pipeline of thousands of Asian students and the blueprint of the University City Project, the Pacific island stands on the cusp of becoming a premier destination for international education and innovation.
