THIS letter is to clarify the definition of kaskao (coral), which is used in building our roads and buildings. I am perplexed about this definition, because of what a Japanese engineer said to me when we were paving a new highway for the island of Saipan. The engineer said we don’t need to replace coral for coral. Coral is coral and does not need to be replaced by another coral.
Can you or someone explain this?
