SENATOR Celina Roberto Babauta, D-Saipan, has announced her intention to explore a potential cooperation with Altus Asia Group Pte Ltd. to develop a comprehensive “Green Energy Platform” for the islands.

This initiative aims to significantly increase the CNMI’s reliance on renewable energy sources, with a goal of achieving 100% renewable energy production on Rota and Tinian and approximately 45% renewable energy production in Saipan.

The proposed initial phase of the project encompasses the installation of 60 megawatts of solar power (combining rooftop and ground-mounted systems), 60 individual wind turbines, and substantial long-term energy storage solutions.

“This partnership has the potential to revolutionize energy production in the CNMI,” said Senator Babauta. “By transitioning to renewable energy, we can improve our energy security, reduce reliance on imported fossil fuels, and create a more organic future for our islands.”  Senator Babauta further stated, “This opportunity will significantly alleviate the overall burden of our utility for households and businesses alike.”

This non-binding Letter of Invitation seeks to gather further information on Altus Asia Group’s proposed project, which aims to achieve significant renewable energy generation in the CNMI. Key aspects of the proposed project include:

‱ 100% renewable energy for Rota and Tinian: The project aims to power Rota and Tinian entirely with renewable energy.

‱ 45% renewable energy for Saipan: The project seeks to increase Saipan’s renewable energy production to approximately 45% based on 2022 statistics.

‱ Comprehensive solution: The platform encompasses 60 Megawatts of solar installation, 60 Individual Wind Turbines, and substantial long-term energy storage.

‱ No cost to CNMI government: The CNMI government will not incur any costs associated with the project. Altus Asia Group will be responsible for all project financing.

‱ Transparent procurement: Project selection will adhere to all applicable CNMI statutes and regulations, including potential open Request for Proposal processes.

Altus Asia Group is expected to provide detailed information on its financing plan, project partners (including solar, wind, and storage technology providers), and an approved Engineering, Procurement, and Construction Group. A sample Build, Operate, Transfer Agreement will also be presented, outlining the project scope and responsibilities.

Senator Babauta looks forward to discussing this exciting opportunity with Altus Asia Group and exploring potential pathways towards a more sustainable energy future for the CNMI.
