
CNMI Supreme Court Chief Justice Alexandro C. Castro and Superior Court Presiding Judge Roberto C. Naraja on Tuesday issued the following memorandum to the local judiciary’s managers and leadership team:
“In light of the Governor’s March 18, 2024 press release regarding the urgent need to address fiscal challenges, we are writing to inform you of necessary adjustments to our expenditure protocols. As we navigate through the current fiscal challenges, it is imperative that the Judicial Branch aligns itself with the broader efforts of our leaders to address pressing financial concerns.
“Effective immediately and until further notice, all expenditures within the Judicial Branch, including local and federal funds and grants, must undergo an added approval process. Any proposed expenditure must be first submitted for approval to Justice John A. Manglona. This measure is essential to ensure that our financial resources are utilized judiciously.
“We recognize the importance of maintaining the efficient operation of our courts while also exercising prudent fiscal management. Therefore, we urge each of you to exercise discretion and prioritize essential expenses. This may entail identifying areas where cost-saving measures can be implemented without compromising the quality of our services.
“We appreciate your cooperation and commitment to upholding the principles of fiscal responsibility during these challenging times. By working together and adhering to these guidelines, we can effectively navigate through this period of fiscal uncertainty while continuing to fulfill our vital role in the administration of justice.
