HOUSE Speaker Heinz S. Hofschneider recently formed a special committee to review H.B. 13-126 which seeks to transfer the Office of the Personnel Management to the Civil Service Commission and bring “clarity” to the excepted and civil service positions in the government.
He said the special committee will “make a diligent and careful inquiry and investigation into all facts and circumstances” of the bill “as it relates to civil service.” Hofschneider, R-Saipan, introduced the measure.
This panel is headed by House Committee on Ways and Means Chairman Stanley T. Torres, R-Saipan.
The members are House Floor Leader Jesus T. Attao, R-Saipan; Reps. Gloria DLC. Cabrera, R-Saipan; Pedro P. Castro, R-Saipan; and Oscar M. Babauta, Covenant-Saipan.
The speaker encouraged the committee to conduct public hearings, summon witnesses and examine documents and records in accordance with section 14(b) of the CNMI Constitution.
The committee was given 60 days to submit a written report of its findings and recommendations on any matter about the measure “deemed worthy of consideration by the House.”
