
(NYMWPS) — The National Youth Movement for the West Philippine Sea, headed by its founder and global chairperson, Dr. Celia Lamkin of Guam and the CNMI, would like to invite the public to a free Zoom webinar with a theme “The West Philippine Sea: The Energy Security in the Philippines and Its Impact on the National Security of the West Philippine Sea.”
It will be held on Wednesday, Jan, 31, 2024, 10 a.m. to 11:30 a.m., Manila time; 12 noon to 1:30 p.m. Guam/Saipan (ChST); Tuesday, Jan. 30, 2024 4 p.m. to 5:30 p.m., Hawaii time.
Dr. Lamkin will host the event.
The webinar speakers:
• Eduardo V. Mañalac, former undersecretary of the Philippine Department of Energy. He is an exploration geologist and petroleum company executive and with more than 35 years experience in national and international petroleum exploration and production management, acreage acquisition, government sharing contracts, and other joint venture negotiations. For 28 years, he worked with the U.S.-based Phillips Petroleum company now known as ConocoPhillips.
Mañalac was appointed as president and CEO of the Philippine National Oil Company on Aug. 30, 2004, president and CEO of the PNOC Exploration Corporation in September 2004, and subsequently chairperson of the PNOC Energy Development Corporation. In these capacities, he succeeded in initiating new local exploration efforts, raising the national oil company’s competitive edge, ensuring the viability of local investment, renewing foreign interest in local oil exploration and development, and reestablishing PNOC and the country’s credibility in the local and global oil industries.
He attended the University of the Philippines in Diliman, Quezon City where he received a Bachelor of Science degree in Geology in 1967, and where he completed post-graduate studies in petroleum geology in 1969.
• Capt. Carl O. Schuster, USN (Retired), a defense consultant who served for 25 years in the United States Navy and retired in Honolulu, Hawaii where he was an instructor for the Diplomacy and Military Science Program of the Hawaii Pacific University.
He is a former director of operations at the U.S. Pacific Command’s Joint Intelligence Center in Hawaii, and a freelance writer with over 700 articles and three books published. He occasionally works for media outlets as a subject matter expert on defense issues related to naval operations and the Indo-Pacific Ocean region.
